c. The Chinese Secretary, as Head of the Interpretation Department, shall have power, whenever the exigencies of the Public Service require it, to procure in special cases, in which there is no suitable ordinary Interpreter in the Service available for the particular language or dialect required, the occasional and temporary assistance of Interpreters not in the service, whom he may present to the Court for the purpose of being sworn in as Special Interpreters and for whose payment out of the Treasury he is to make arrangements at such rates as the Governor may from time to time determine.
